Korea Tax Refund for Tourists: How It Works
Planning to buy Korean skincare, cosmetics, clothing or souvenirs? Eligible international visitors may be able to reclaim some of the tax included in their purchases before leaving South Korea.
The process is relatively simple once you understand the difference between duty-free shopping, regular tax refunds and immediate tax refunds at checkout.
1. Who Can Get a Tax Refund in Korea?
Under the published tourist tax-refund rules, eligible foreign tourists generally need to meet these conditions:
- You are a non-Korean visitor who has stayed in Korea for less than six months.
- Your qualifying purchase is at least ₩15,000 per transaction.
- You buy eligible goods from a participating tax-refund retailer.
- The goods are new, unopened and unused.
- You take the goods out of Korea within three months of purchase.
Different conditions apply to some overseas Koreans. Check the official tourism guidance if your situation is not covered by the standard visitor rules.
2. Duty-Free Shopping vs. Tax Refund
These terms are related, but they are not the same.
Duty-free shopping: Eligible taxes are excluded from the retail price at the duty-free shop.
Regular tax refund: You generally pay the tax-inclusive price first, then claim the eligible refund through an approved process.
Immediate tax refund: At participating stores, the eligible tax refund can be deducted at checkout after your eligibility is verified.
Not every shop offers every option. Look for the relevant tax-refund signage and ask before paying.
3. How Does Immediate Tax Refund Work?
For an eligible immediate refund, the published limits are:
- A single purchase must be at least ₩15,000 and less than ₩1,000,000.
- Total purchases processed under the immediate-refund system must not exceed ₩5,000,000 during the trip.
- You must present your passport or complete the store's accepted identity-verification process.
Ask the cashier whether immediate tax refund is available before completing payment. The actual amount returned can vary, and the refund is not necessarily the full headline VAT percentage of the purchase price.
4. How to Claim a Regular Refund
If the store does not deduct the refund immediately, keep the tax-refund receipt and follow the instructions provided by the retailer.
Depending on the service, you may be able to claim at an airport counter or kiosk, an approved downtown refund location or another supported channel.
At the airport, allow extra time. Customs may need to verify your goods and receipts before the refund is completed. If your purchases will be packed in checked baggage, ask airport staff about the inspection procedure before checking the bag.
5. Shopping Tips That Can Save Time
- Bring your passport: It may be required to establish your eligibility.
- Check the store first: Ordinary purchases at non-participating retailers may not qualify.
- Keep your receipts: Do not discard refund documents before the process is complete.
- Leave eligible goods unused: Opening or using goods before departure can affect eligibility.
- Check the departure deadline: Eligible goods must leave Korea within the required period.
- Do not assume every purchase qualifies: Food, services and other excluded items may be treated differently from eligible retail goods.
Final Tip
If you plan to shop in Hongdae or elsewhere in Seoul, ask about tax refund before paying rather than trying to solve everything at the airport.
